Macron pushes UN plan for neutral maritime mission to secure Strait of Hormuz amid rising tensions
France and allies seek Security Council backing for a multinational framework to protect shipping, revive regional dialogue, and separate maritime security from broader Iran-related negotiations.
Emmanuel Macron announced on Tuesday that France will launch an initiative at the United Nations to propose a preliminary framework for a neutral and peaceful mission aimed at ensuring the future security of navigation in the Strait of Hormuz, in an interview with French media.
Macron stated in an interview with TV5, France 24, and Radio France Internationale at the conclusion of a French-African summit in Nairobi: “The Strait of Hormuz should be reopened unconditionally, without any transit fees, by lifting all forms of blockade,” calling for firmness in dialogue with Tehran.
Macron condemned the “escalation in statements” from both the American and Iranian sides.
Emmanuel Macron called for a “full compliance ceasefire,” considering it “unacceptable” not to uphold a ceasefire in Lebanon.

France and the United Kingdom, which lead a maritime coalition of non-combatant nations, propose launching a multinational mission to ensure the security of navigation in the Strait of Hormuz, subject to approval from Iran and the United States, and in coordination with Washington and Tehran to lift existing embargoes.
The initiative is expected to be translated into a draft resolution at the United Nations Security Council that defines the framework of this potential mission.
Paris aims to persuade Tehran and Washington to separate the Hormuz issue from other elements of the conflict and ongoing negotiations with Iran.
Macron emphasized that “reopening Hormuz is the absolute priority,” stressing that it must be achieved “before addressing other issues through negotiation.”
Concurrently, Emmanuel Macron considered that it is necessary to resume dialogue between Washington, Tehran, and Europeans on Iran’s “nuclear and ballistic” programs.
He said, “I support involving all the countries in the region that are most affected by what we are currently experiencing and that are also affected by what some militias can cause in terms of destabilization within their countries.”
The United States and Bahrain have submitted a draft resolution calling on Iran to immediately halt “all its attacks and threats” against ships and “all attempts to disrupt” freedom of navigation in the strategic Strait of Hormuz.
However, the draft resolution might be vetoed by Russia.
